which period are they referring to and why exactly?

I think bad ones do, or ones who are interested in death rituals and behaviour. Several things happened in Victorian times (quite apart from Gothic revival design) – one was the railways; another was Queen Victoria’s almost permanent mourning behaviour; and the most important: allowing cremation, plus a huge increase in population, particularly in London.

Because of the necessity of out-of-town burial places (not attached to a church, which was traditional) such as Brookwood in Surrey, Kensal Green (then well out of Town), Highgate and so on, the railway flourished, and Brookwood had its own platform at Waterloo Station. Brookwood was very spacious, with room for Church of England, Non-Conformist, Parsee and so on, plus a nearby Crematorium, and there was room for huge mausoleums built in either the fashionable Gothic style or Neo-Classical or whatever.

So you’re talking mid-19th century onwards, with the rising middle classes overdoing the glitz and showing off, plus the popularity of ghost and mystery stories. Think of Bram Stoker’s Dracula – classic story.

    It’s not historians who do this but rather people who design sets or something similar.

    Victorian design involved a heavy revival of Gothic (or medieval) style, and the Gothic is closely associated with the spooky, especially in literature. Partly for this reason, Victorian furnishings can convey a sense of the decrepit. Another reason they can do this is that they tended to be heavy and dark in terms of woods and colors. The previous period, the late 18th century and early 19th-centuries tended to focus on light colors and rather clean, airy design, owing to influence from classical culture. If you’re looking for ways to suggest the old-fashioned, artifacts of the past, you’re better off choosing Victorian items or decor, with which many people have some familiarity and which they rather automatically understand as the antithesis of modernist design as it began to develop in the late 19th century.

    But no, the Victorian period didn’t represent social decay; it was, in fact, a period of social reforms, the beginning of our modern sense of social consciousness and welfare.
